Waratah Coal power station development application
Dear Minister Miles, I am highly concerned by the recent media report saying that you have the ability to refuse Waratah Coal’s proposed 1400 mega-watt coal fired power station, and you and your department have yet to do so. I understand this new power station will burn 4 million tonnes of coal per year, emit 810 kg of CO2-e/MWh greenhouse gasses and run for 50 years. I have followed the Queensland Government’s July 2021 launch of the Queensland Climate Action Plan. Given the scope of this development it is likely to impact the Queensland Government to achieve its emissions reductions and renewable energy targets, and I am concerned this project will stop Queensland from reaching the Net Zero Emission Target by 2050. I call on you to work with the Department of State Development to refuse this project. A new coal fired power station is not what Queensland needs. Queensland is potential renewable energy powerhouse for the nation and where future development is needed. Alternatively, I ask you to use your power under the Planning Act to ‘Call in’ this development application to ensure it is appropriately assessed; for its impacts to be properly considered and the impacts on climate change and future generations is properly addressed. I understand Waratah Coal made a development application to the Barcaldine Regional Council on 19 December 2019 for a development permit for a ‘Material Change of Use for a Public Utility (Power Station and associated infrastructure including Substation, and Access Roads), Hazardous Chemical Facility and Environmentally Relevant Activities’. The development application is being assessed as a code assessable development under the Planning Act 2016. Code assessment is a limited form of assessment under the Planning Act constrained to the applicable assessment benchmarks of the local planning scheme, and to things referred to the State Assessment and Referral Agency. But this assessment is limited and the full impacts of this project will not be properly researched and assessed. I am highly concerned about the impacts of greenhouse gases, local airborne contaminants, impacts to water, impacts to communities, human health and the environment, including the Great Barrier Reef. I request that you utilise your power under Chapter 3, Part 6, Division 3 of the Planning Act, as the Minister for State Development, Infrastructure, Local Government and Planning, to ‘Call in’ the development process and to take control of assessment and decision making on the development application. I request that you ensure the full impacts of this proposed coal fired power station are properly assessed to ensure the best interests of Queenslanders, all Australians, the environment and future generations are properly assessed.
